On behalf of the International Alpaca Association and the Peruvian Alpaca and Camelids Institute I am writing to draw your attention to the emergency situation that is currently affecting the entire alpaca farming area in the south of Peru. Severe winter storms have left snowfalls as deep as 30 to 70 centimeters with temperatures falling to -25º C in some places - these are unusual conditions for this region.
As a result of this situation, families of the alpaca farmers have suffered deaths - in particular young children and old people - as well as an alarming reduction of South American Camelids, mainly alpacas due to the freezing of the grasses and associated lung diseases. Authorities estimate that the amount of alpacas lost so far is in the order of 10 percent of the total animal population.
Both the International Alpaca Association and the Peruvian Alpaca and Camelids Institute are duty bound to assist the alpaca farmer - especially the 170,000 families that farm at altitudes of more than 4,000 meters above sea level. This situation will have a negative income effect for these farmers which will, in turn, pass to the textile sector and eventually to Peru itself.
The Peruvian Alpaca and Camelids Institute, as a representative organisation of the national alpaca sector, is already coordinating actions to help the communities affected by this emergency. In order to maintain this effort I respectfully ask you for any donation that you can make so that vital veterinary products and food may be purchased for the alpacas. Our two institutions will undertake the supervision of the distribution of these necessities to the farmers in need.

I am writing with regard to the severe snows and freezing conditions currently being suffered in the altiplano region in the south of Peru and causing physical damage to the camelid farmers - a most unfortunate situation that has prompted the government to have declared a state of emergency for this area, and where the International Alpaca Association (IAA) and the Peruvian Alpaca and Camelids Institute (IPAC), as private organisations, have focused their attention on two fronts:
Firstly, by summoning all the Peruvian entities, both in the government and private sectors, to form an Emergency Technical Task Group in order to devise and implement a contingency plan to combat the effects of this natural disaster. So far this has met with success in as much as the Contingency Plan has been adopted by local and national authorities who are working to the guidelines outlined in the Plan.
Secondly, we have contacted overseas organisations and appealed for their solidarity and assistance for the Peruvian camelid farmers - we have received an almost immediate response from many camelid breeders, members of IAA, from U.S.A., Australia and Europe who have voiced their concern and alarm about this situation.
Many have offered their help in the form of contributions that we are still receiving as I write. However, we must be on our guard against any unscrupulous people who may try to take advantage of this disaster by purporting to be official reception channels for the funds that we are soliciting - please only make your donations to the IAA or IPAC organisations who will ensure that they go directly to the farmers in need.
During the next few days we will be holding another meeting of the Emergency
Technical Task Group for a further evaluation of the damages sustained by the
producers and also of the effectiveness of the aid measures that have been implemented.

Reunión en Emergencia
Grupo de Trabajo de Apoyo al Sector Alpaquero de Arequipa
Fecha : Viernes 12 de julio de 2002
Hora : 12.30 pm.
Tema : Plan de Contingencia Técnica para el Apoyo del Sector Alpaquero Por Fenómeno Climático
En la fecha y hora indicada se llevó a cabo la reunión convocada
por el Instituto Peruano de la Alpaca y Camélidos, IPAC, para desarrollar
un Plan de Contingencia Técnica para el Apoyo del Sector Alpaquero en
las zonas alto andinas del Departamento de Arequipa, como consecuencia del fenómeno
climático que se ha presentado en los últimos días en el
sur del País.
Al acto asistieron representantes de Instituciones gubernamentales y privadas: Araucaria -DESCO, COÑACS Arequipa, PRONAMACHS, CTAR Arequipa, MINAG D.P.A, FONCODES, ORDESUR, Grupo Inca, SENASA e IPAC. Las firmas de los representantes se encuentra anexo y forma parte de este documento.
El grupo convocado, quienes representan a los técnicos con mayor conocimiento en el sector, acordó recomendar al Comité de Emergencia Regional - COER, presidido por el CTAR, el siguiente plan:
MEDIDAS A CORTO PLAZO
Primero: Realizar un Plan de Saca Forzada, para que los productores alpaqueros puedan evitar una pérdida mayor de su capital pecuario, ante una eminente muerte del 10% de sus animales. Para ejecutar este plan, es necesario tomar las siguientes medidas:
1. Determinar el requerimiento de Sal para la fabricación de charqui por los propios productores.
2. Desarrollar una cruzada de Difusión en las zonas Alto - Andinas, a través de radio emisoras
3. Coordinar con PRONAA para que esta institución comprometa la compra del charqui.
Segundo: Desarrollar un Plan de Tonificación con Vitaminas y Tratamiento de Enfermedades infecto-respiratorias, en los animales sobrevivientes.
Tercero: Es evidente que ninguna institución privada ni gubernamental
podrá ejecutar un plan de Alimentación Integral a toda la zona
alto andina, por problemas logísticos y financieros principalmente.
Se recomienda realizar un Plan de alimentación con CONCENTRADO y FORRAJE para las zonas más criticas y únicamente por tres días, como paliativo.
MEDIDAS A MEDIANO PLAZO
Cuarto: Estas condiciones climatológicas se repetirán en el futuro y es necesario Ejecutar un Plan de PREVENCIÓN para evitar la futura mortandad de animales, con la construcción de Dormideros y/o Cobertizos, los mismos que pueden ser financiados a través de FONCODES y ORDESUR.
Los requerimientos de productos para este Plan de Contingencia, se establece
en un cuadro de Detalle Presupuestal anexo.
